Having a student card does not settle the council-tax position of every person sharing your London home. Begin with the household: who lives there, who meets the relevant rules and which council issues the bill. Then ask for the exemption or discount that fits the facts.
GOV.UK’s student guidance says households where everyone is a full-time student do not have to pay Council Tax. If a bill arrives, the page directs the household to apply for an exemption. Ignoring the bill is not the application process.
Check the course definition
The general definition on the government page requires a course lasting at least one year and involving at least 21 hours of study per week. It gives a separate rule for someone under 20 studying for a qualification up to A level: at least three months and at least 12 hours per week.
Do not substitute the way a course is advertised for the evidence the council requests. Ask the institution how to obtain confirmation of the relevant course details, then use your council’s stated submission route. This article does not decide whether an individual programme meets the rules.
A mixed household is a different calculation
The student page says a household receives a bill if someone is not a full-time student, although a discount may still apply. The government’s general liability guidance explains that some people are disregarded when counting adults, including qualifying full-time college or university students.
That page says a person paying Council Tax gets 25% off if they live alone or everyone else in the home is disregarded. It also says an application is needed for a discount or exemption even where a person is disregarded. Do not turn that into a promise that every household mixing students and workers receives the same reduction; establish everyone’s circumstances.
Separate the bill from housemates’ arrangements
Who the council holds responsible and how housemates privately agree to divide expenses are questions to keep distinct. GOV.UK advises contacting the local council if unsure about entitlement to a discount or who is responsible for paying. Use that route rather than assuming the name on a student certificate resolves the whole household’s liability.
Find the authority through the official council finder. Keep the bill, the household information and the evidence supplied together. If you discover that a discount was applied by mistake, the government guidance says to contact the council; it warns that repayment or a fine may follow.
For a changing household, make the question concrete: these are the occupants and relevant dates, this is the bill, and this is the treatment being requested. A shared address can contain different statuses. The paperwork needs to reflect them.
